Mark recently voted to repeal the Cheyenne Stormwater Fee that was scheduled to take effect at the beginning of 2026, before it was delayed until April. The stormwater fee would have imposed a charge on property owners at a rate of 24 cents per 100 square feet of hard surface per month. Mark expressed concern over the effect this would have on many businesses in town, pointing out that Union Pacific Railroad’s monthly fee would have been $18,433, with smaller businesses having to accommodate $33-50 fees.
